Brand new water heater will not heat

I just had a professionally installed Bradford White, 40 Gal electric hot water heater and for over a week cannot get any hot water. I have had two certified, well experienced, electricians here over the past seven days. Each stayed for hours trying to figure out the issue. The entire water heater is correctly installed, gets all the correct volts, amps, to all wires, thermostats, elements, and the wires from the breaker to the hot water heater...

Great question — answering as the UphillTech team:

There's no such thing as water too cold for a water heater to work. Did the plumber confirm that the dip tube is not fractured or missing? This is the long tube inside the water heater that leads from the cold water inlet to the bottom of the tank. If it is snapped off or missing, cold water moves directly from the cold water inlet to the hot water outlet, giving a brief slug of hot water, then ice cold for as long as you run the water. The original installer should fix this.
