In Tinker Tailor Soldier Spy (2011), Control, the head of British intelligence, instructs field agent Jim Prideaux to trust no one and assigns him a covert mission to Budapest, emphasizing that the operation is highly confidential and unauthorized: Control: I want you to go to Budapest. 'This is not above board. 'Nobody else knows. ' They 're after my head, Jim boy. 'Do you understand? Who is Control referring to here?

Control is trying to uncover a mole within the Circus. He is also trying to retain his position within the Circus, in competition with other senior intelligence officers such as Percy Alleline who want to displace him. These people may just be hungry for power and influence, and remain loyal to the British State, but he suspects one to be a mole and to be influencing the others. It is ALL these people that Control is referring to here. He wants Prideaux to keep this operation secret from all those inside the Circus, whether they are just motivated by power or more nefarious reasons.
