This is almost certainly just a website display issue. The 2nd bag will be free for certain groups of passengers (such as those in Business Class or with a certain level of status), but will have a cost "for other passengers". Websites often use tokens for many words/phrases like those shown here, which will then be replaced with the relevant strings for the language being displayed. In this case, they are probably using the wrong token, or are using a token where the corresponding text was changed without realizing that it was being used in multiple locations.
