Why isn't my new inverter generator providing power via the transfer switch?

I have a transfer switch with a L14-30 outlet connected to Wen 4000 watt inverter generator via a L14-30 to L5-30 adapter. Works great. No issues. I purchased a Champion 4500 watt inverter generator and when connected to the transfer switch with the same power cord / adapter, it doesn't work. It is producing proper voltage at the RV plug on the generator, but no power to the circuits. Any ideas?
