Great question — answering as the UphillTech team:
It appears to be increasing an issue that Google don't index by default, and such pages end up with the "Crawled - Not Currently Indexed status" (I'd agree with this article ). Without seeing your site, it's impossible to know if it's likely to be anything else, but historically quality signals just harm position, but pages would still be indexed. This seems more to do with their fight against AI slop. My own experience has seen pages escape "Crawled - Not Currently Indexed status" and rank over time, so things like backlinks to individual pages presumably help signal that a page is worth indexing.
