Get a good long set of rubber gloves on and reach up the bowl hole with a piece of stiff hanger wire bent to a hook end. Put your hand at the bowl hole bottom * and guide the hanger wire up the tunnel of the hole with your fingers. Hopefully you'll be able to feel and dislodge or hook the toy so it comes back out the hole. If you can wet-vac the water in the bowl out, the handling may be much less messy (unless the toilet has had a Number 2 attempted, at which a full cleaning would be in order, to make the job less cringy. If you have jammed the toy up into the hole to try to force it through, it may be really stuck. Just try to hook it back out from the bowl side. The nuclear option would...
